In 1993, the Westland Foundation was formed to help a number of small charities and organizations in the Inner Winnipeg neighbourhood raise $10,000 to save much needed summer play programs.  (Inner Winnipeg is defined by Inkster Boulevard to the north, Route 90 to the west, the Assiniboine River to the south, and the Red River to the east.)

To raise the funds, the Foundation established a community fair called 'Carnival' which was launched in 1994. 

The inaugural Carnival attracted 3,500 people and raised $10,000.  By 2000, the Westland Foundation Carnival had grown to the point where it now attracts approximately 40,000 people and over 200 volunteers annually.  To date, the Carnival has raised approximately $80,000 for Inner Winnipeg charities and organizations.

The Westland Foundation Carnival is held each year at the Old Ex Grounds at McPhillips and Jarvis.    In 2001, the Carnival will be held on May 25, 26, and 27.   Attractions include midway rides, children's games, baseball and other tournaments.  For those who prefer to watch, there are concerts, fireworks, and a Refreshment Garden.
